Flood Zone Vs Flood Risk: Why A Flood Zone 3 House Can Be Rated Low Risk

A Flood Zone shows what would flood from rivers and the sea if no defences existed. A flood risk band shows the chance of flooding today, counting existing defences. One home can be Flood Zone 3 and Low risk, and both are correct.

The two systems answer different questions, and the government says so itself. Of its long term flood risk service, the Environment Agency states: "the information is not suitable for development planning." This page explains what each system measures, who relies on which, and what two real addresses show when both are checked.


What Is The Difference Between A Flood Zone And A Flood Risk Band?

A Flood Zone is a planning classification of land that ignores flood defences and covers rivers and the sea only. A flood risk band is an estimate of the chance of flooding today, with defences counted, given separately for rivers and the sea and for surface water.

Wales runs the same split. Natural Resources Wales says of its Flood Risk Assessment Wales map, which shows defended present-day risk: "This map has no official status for planning purposes."

A worked example: Southwark has 64% of its postcodes in Flood Zone 3 and 0.0% of homes in a Medium or High risk band, because the Thames Barrier is counted in the band and not the zone.

Why Does A Flood Zone Ignore Flood Defences?

A Flood Zone ignores flood defences because planning decisions last for the lifetime of a building, and defences cannot be guaranteed for that long. Planning guidance gives the reason directly: the long-term funding, maintenance and renewal of this infrastructure is uncertain.

National planning policy states that Flood Zones 2 and 3 Flood Zones 2 and 3, shown on the Environment Agency's Flood Map for Planning, only account for river and sea flooding, and do not account for the benefits of flood defences or the possible effects of climate change. The zones therefore show the land that would flood if every defence failed or did not exist. That is a deliberate worst-case view, chosen so that new homes are not placed where they depend on a wall that may not be maintained in fifty years' time.

Flood risk bands take the opposite view because they describe the present. A defence that is standing and working today does reduce the chance of flooding today, and the band reflects that.

So a property behind a defence can be in Flood Zone 3 and banded Low at the same time, and a property far from any river can be in Flood Zone 1 and still flood from surface water.

Why Does A Flood Risk Band Include Surface Water When A Flood Zone Does Not?

A flood risk band includes surface water because it describes every mapped way a place can flood, while a Flood Zone was defined for rivers and the sea alone. Surface water flooding happens when rain cannot drain away fast enough, and it can affect land far from any river or coast.

The difference matters because surface water affects more properties in England than rivers and the sea do: about 4.6 million, against 2.4 million. Planning has partly closed the gap. The Flood Map for Planning service now displays surface water risk alongside the zones, and Environment Agency guidance requires a flood risk assessment in Flood Zone 1 where that map shows surface water risk. The zone itself still says nothing about surface water, which is why a Flood Zone 1 home can have a High surface water band.


Which Classification Do Insurers, Lenders And Planners Each Use?

Planners use Flood Zones, because national planning policy requires it. Insurers use their own models, which may draw on flood risk data among many other inputs. No single published rule sets out what every mortgage lender uses.

A buyer who sees "Flood Zone 3" in a search has learned how a planner would view new building on the land. It is not, on its own, a statement of how an insurer will price the home or how likely it is to flood this year.


What Does A Flood Zone 3 Street With A Low Flood Risk Look Like?

A point on Tullie Street in Carlisle (postcode area CA1 2AY) sits in Flood Zone 3 on the Flood Map for Planning and has a Low flood risk band for rivers and the sea. Both values were read from the Environment Agency's published datasets on 16 September 2026.

The two values disagree because they measure different things. The Flood Zone shows how the land would flood from the rivers with no defences in place. The band counts the defences Carlisle has, which include a scheme completed in 2005 and a £25 million Environment Agency scheme begun in 2019, raising protection for more than 1,200 homes and 106 businesses to a 0.5% chance of flooding in any one year.

For an owner, the Low band is the better guide to the chance of flooding today. The Flood Zone 3 classification still applies to any future planning application on the land, and it reflects what the city's defences are holding back. Low does not mean no risk: a Low band is a chance of flooding of between 0.1% and 1% each year.


What Does A Flood Zone 1 Street With A High Surface Water Risk Look Like?

A point on Metchley Park Road in Harborne, Birmingham (postcode area B15 2PG) sits in Flood Zone 1, the lowest planning zone, and has a High flood risk band for surface water. It has no mapped risk from rivers or the sea.

The Flood Zone is correct: the chance of flooding here from a river or the sea is less than 0.1% a year. The High band is also correct: heavy rain can collect on this ground faster than it drains away, giving a greater than 3.3% chance of surface water flooding each year. A buyer who checked only the Flood Zone would see the lowest category and miss the highest surface water band.

About 0.7 miles away, a point on Bristol Road in Selly Oak (B5 7SR) is Flood Zone 3, Very Low for rivers and the sea, and High for surface water. One location can hold three answers at once, which is why this site shows every band and the zone side by side.


Which One Should You Trust When They Disagree?

Trust the Flood Zone for planning decisions and the flood risk band for the chance of flooding today. Neither is wrong, and neither replaces the other.

When the two disagree, the gap itself carries information. A Flood Zone 3 home with a Low band depends on defences, so the condition and future of those defences matter to anyone buying it. A Flood Zone 1 home with a High surface water band carries a risk that a planning search alone would not reveal.
