Surface Water Flooding: Why A Property Far From Any River Can Still Flood
Surface water flooding happens when rain falls faster than drains and the ground can carry it away, so water collects on streets and enters buildings. It puts more properties in England at risk than rivers and the sea, yet no Flood Zone includes it.
About 4.6 million properties in England are in areas at risk of surface water flooding, and 1,071,800 of them are at High risk. Because Flood Zones cover rivers and the sea only, a home in Flood Zone 1, the lowest planning zone, can still carry a High surface water risk. This page explains why, who deals with it, and how to check and protect a property.
What Is Surface Water Flooding?
Surface water flooding is flooding caused by rainwater that cannot drain away, rather than by a river or the sea overflowing. The Environment Agency describes it as happening where there is so much rainwater that it overwhelms drainage systems, collecting over the ground as runoff.
Surface water flooding can reach a property on a hill, far from any watercourse, because the water comes from the rain falling on the surrounding streets, roofs and slopes. It has its own flood risk band, separate from the band for rivers and the sea, and the Environment Agency maps the chance of it reaching different depths.
The number of properties at risk in each band in England is shown below.

What Causes Surface Water Flooding?
Surface water flooding is caused by rain arriving faster than the ground can absorb it and the drains can carry it away. The Environment Agency's national assessment notes that in some places urban drainage systems do not have the capacity to manage surface water.
Three conditions make it more likely:
- Paved and built-up ground. Roofs, roads and car parks stop rain soaking in, so it runs off instead.
- Drains without enough capacity. When sewers and road drains are full, water backs up onto the surface.
- Low points in the landscape. Water flows downhill and collects in hollows, underpasses and at the bottom of slopes, including streets with no river nearby.
Surface water flooding can therefore affect streets with no river nearby, which is why a property's distance from a watercourse says little about this risk on its own.
Why Does Surface Water Flooding Not Appear In A Flood Zone?
Surface water flooding does not appear in a Flood Zone because Flood Zones were defined for river and sea flooding only. National planning policy states that Flood Zones 2 and 3 Flood Zones 2 and 3, shown on the Environment Agency's Flood Map for Planning, only account for river and sea flooding, and do not account for the benefits of flood defences or the possible effects of climate change.
Planning has partly closed the gap. The Environment Agency's Flood Map for Planning service now displays surface water risk alongside the zones, and its guidance, last updated on 28 May 2026, requires a flood risk assessment for development in Flood Zone 1 where that map shows surface water risk now or in future. The zone label itself is unchanged, so a planning search that reports only the Flood Zone will not reveal a surface water risk.
A real example shows the gap. A point on Metchley Park Road in Harborne, Birmingham, is in Flood Zone 1 and has a High surface water flood risk band, according to Environment Agency data read on 16 September 2026. Wales handles this differently: Natural Resources Wales maps Surface Water and Small Watercourses Flood Zones 2 and 3 on its planning map, so surface water does form part of the Welsh zones.
Who Is Responsible For Surface Water Flooding?
In England, the lead local flood authority is responsible for managing surface water flood risk, not the Environment Agency. The lead local flood authority is the unitary authority for the area, or, if there is no unitary authority, the county council, and the law gives it the duty to manage local flood risk, meaning flood risk from surface runoff, groundwater and ordinary watercourses.
Responsibility for reporting and fixing a surface water flood depends on where the water comes from, as set out below.

Each lead local flood authority in England must develop, maintain, apply and monitor a local flood risk management strategy for its area.
Where In The UK Is Surface Water Flooding Most Common?
Surface water flooding is not tied to rivers or coasts, so it can occur wherever heavy rain meets ground and drains that cannot carry it away. The Environment Agency reports that There are wide regional variations in flood risk, which is why surface water risk is best checked place by place rather than by region.
The national figures show its reach: about 4.6 million properties in England are in areas at risk, against 2.4 million for rivers and the sea. The count rose by 43% in the 2024 assessment, and the Environment Agency states that this doesn't reflect a real-world increase in risk. It is almost entirely due to improvements in data, modelling and use of technology. Surface water risk for a particular town is shown on each town's page, alongside its river and sea risk.
How Do You Find Out If A Property Is At Risk Of Surface Water Flooding?
A property's surface water flood risk band is shown by entering its postcode into the checker on this site, which also returns the Flood Zone and the band for rivers and the sea. In England the same band is published on the Environment Agency's Check your long term flood risk service.
A complete check covers four steps:
- Look up the surface water band, not only the Flood Zone.
- Check the depth the water could reach, which the Environment Agency now maps.
- Ask the lead local flood authority whether the street has flooded before.
- Ask the seller, and look for signs such as raised thresholds, air brick covers or water staining.

Does Surface Water Flooding Appear On A Flood Map?
Surface water flooding appears on flood risk maps but not on Flood Zones. In England it is shown on Check your long term flood risk as its own band, and it is displayed alongside the Flood Zones on the Flood Map for Planning without changing the zones.

Does Home Insurance Cover Surface Water Flooding?
Flood is one of the standard perils covered by home insurance. The Association of British Insurers states that Home insurance covers you against damage or loss to your property caused by a variety of perils such as fire, storm, flood, subsidence, burst pipes and water damage. Each policy defines flood in its own wording, so the definition in the policy document decides what a particular claim covers.
Insurers set premiums using their own underwriting methods, which can take flood risk data into account alongside a property's claims history and characteristics. Homes built before 1 January 2009 can be eligible for Flood Re, and specialist brokers are listed in the BIBA and ABI Flood Insurance Directory on 0370 950 1790. How Do You Protect A Property From Surface Water Flooding?
A property is protected from surface water flooding by keeping water out where the depth allows it, and by limiting damage where it does not. Planning guidance distinguishes these as flood resistance and flood resilience.
The measures fall into three groups:
- Resistance (keeping water out): flood doors, removable barriers and air brick covers. Planning guidance states that flood resistant construction can work where there is short duration flooding with water depth up to approximately 0.6 metres, depending on the building.
- Resilience (limiting damage): raised electrical sockets, which the ABI lists as a flood measure, and materials and fittings chosen to speed recovery after water enters.
- Around the property: permeable surfaces instead of paving, and keeping drains and gullies clear.
