Groundwater flooding happens when water under the ground rises to the surface and comes up through floors, cellars and gardens. It is slow to arrive, can last weeks or months, and is most likely where chalk, sand or gravel lie under the ground.


What Is Groundwater Flooding?

Groundwater flooding is flooding that happens when water under the ground (the water table) rises to the surface, rather than water flowing in from a river, the sea or rainfall on the surface. Underground rooms, such as cellars and basements, are particularly at risk.

The Environment Agency lists these signs of groundwater flooding:

  • Water comes up through the ground or the floor, rather than through doors.
  • Flooding usually happens days, weeks or months after lots of rain.
  • It is usually slower than river flooding.
  • It may last for a long time, weeks or months.
  • the water doesn't always appear where you would expect it to – for example, on the side of a hill.

Duration is what sets groundwater apart from every other source. The Environment Agency's national assessment notes that groundwater flooding can last days, weeks or even months.


What Causes Groundwater Flooding?

Groundwater flooding is caused by long periods of heavy rain soaking into permeable rock and soil until the water table rises above ground level. Because the water travels slowly underground, the flooding often starts well after the rain has stopped.

Two conditions make it more likely:

  1. Permeable ground. Groundwater flooding is more likely where there is chalk under the ground (the bedrock). It can also happen in places with sand and gravel, such as river valleys.
  2. A long wet spell. The Environment Agency notes that groundwater flooding usually happens days, weeks or months after lots of rain.

Where In The UK Is Groundwater Flooding Most Common?

In England, groundwater flooding is most common where chalk lies under the ground, and in river valleys with sand and gravel. The Environment Agency monitors groundwater levels in Groundwater levels are monitored in some parts of southern England, reflecting where the risk is concentrated.

The Environment Agency estimates that between 122,000 and 290,000 properties in England are in areas susceptible to groundwater flooding. The width of that range is itself a finding: the national assessment explains that groundwater was left out of its main modelling because of too many gaps in our understanding and evidence for groundwater flood risk.

In Scotland, SEPA notes that "In Scotland groundwater is usually a contributing factor to flooding rather than the primary source."


Why Is Groundwater Flooding Data Incomplete?

Groundwater flooding data is incomplete because groundwater is harder to measure and model than rivers or rain. The Environment Agency states plainly: "It is difficult to predict groundwater flooding. Groundwater levels are not monitored in every part of England."

How Do You Find Out If A Property Is At Risk Of Groundwater Flooding?

A property's risk of groundwater flooding is checked by combining the Environment Agency's long term flood risk service, monitored groundwater levels where they exist, and local knowledge from the council and neighbours. No single source gives a complete answer.

The steps:

  1. Check the postcode with check the flood risk of any UK postcode, which shows groundwater information where the Environment Agency holds it.
  2. Check current groundwater levels and alerts on the Environment Agency's service, if the property is in a monitored area.
  3. Ask the local council, the parish or town council, and the Environment Agency whether the area has flooded from groundwater.
  4. Ask the seller whether the cellar or floor has ever let water in, and when.
  5. Get a professional view if needed: You can pay a consulting engineer or chartered surveyor to do a flood risk assessment of your home.

Does Groundwater Flooding Appear On A Flood Map?

Groundwater flooding does not appear on the Flood Zones used for planning, and it is only partly shown on flood risk maps. In England, the long term flood risk service this service has some data about groundwater flooding, while the national assessment's modelled bands do not include it.

Does Home Insurance Cover Groundwater Flooding?

Home insurance may cover groundwater flooding, but not every policy does. Which? warns that Some policies don't cover groundwater flooding, while others will only cover it if it has occurred rapidly. Check the definition of flood in the policy wording before you buy, especially for a home with a cellar or basement.

Points to check with the insurer:

  • Whether "flood" in the policy includes water rising from the ground.
  • Whether slow-onset flooding is treated differently from sudden flooding.
  • Whether cellars and basements, and their contents, are covered.
  • The flood excess, and whether a long-lasting flood counts as one claim.

How Do You Protect A Property From Groundwater Flooding?

A property is protected from groundwater flooding mainly by managing water that comes up from below, because barriers at doors do not stop it. Pumping water out and keeping valuables and services out of cellars are the main measures.

The measures fall into three groups:

  • Remove the water. You may need to pump water out after groundwater flooding. A pump fitted in a sump can remove water that collects in a cellar; see sump pumps.
  • Limit the damage. Keep electrical sockets, boilers and valuables out of cellars and basements, and use materials that recover after getting wet.
  • Plan for duration. Because it can last days, weeks or even months, plan for a long disruption, not a single night.
